In 2025, Canada made several significant changes to its student visa rules. These changes affect international students who wish to study in Canada, including those applying for a study visa.
Study Permit Cap Reduced
The Canadian government has reduced the number of study permits for international students. In 2025, Immigration, Refugees and Citizenship Canada (IRCC) plans to issue a total of 437,000 study permits. This represents a 10% decrease from the 2024 limit and is approximately 40% lower than before the cap was introduced. The primary reason for this reduction is to alleviate pressure on housing, healthcare, and other essential services in Canada.
New Attestation Letter Requirement
Most students now need a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) as part of their application. This rule now includes master's and doctoral students, as well as most students applying from inside Canada. Some groups, like primary and secondary school students, government priority groups, and those extending permits at the same school and level, are exempt from this requirement.
Stricter Rules for Changing Schools
Starting in 2025, most international students who want to change schools in Canada must apply for a new study permit before transferring. Before, students could switch schools by just updating their details online. Now, they must wait for approval of their new permit before they can start at a new school. This change means students must plan if they want to transfer.
Verified Letters of Acceptance
Colleges and universities (Designated Learning Institutions, or DLIs) must now verify every Letter of Acceptance (LOA) before a study permit can be issued. If a DLI does not confirm the LOA, the application will be returned to the applicant. This rule helps prevent fraud and ensures only real students are accepted.
Post-Graduation Work Permit (PGWP) Changes
In 2025, the government removed the rule that limited the Post-Graduation Work Permit (PGWP) to specific fields of study for college graduates. Now, all international students graduating from Canadian colleges and universities with a degree can apply for a PGWP, no matter their field of study. This change provides more students with the opportunity to work in Canada after graduation.
Impact on Indian Students
Indian students have been affected the most by these changes. In the first quarter of 2025, approximately 30,000 Indian students received study permits, representing a 31% decrease from the same period in 2024. India remains the largest source of international students in Canada; however, the new cap and stricter rules have made it more challenging for Indian students to obtain a study visa for Canada from India.
